Your lack of (technological) experience is noticeable, I spent a ton of research and on this. Non targeted users will no way be filtered out, all my statements hold and can be proven fairly easily. If you would spent more time on technological education you will find what I say to be true. Lowering price is going to ruin the market, by maintaining minimum prices, quality threshold is forced to be at a certain level - which is a good thing.
I agree with Kujtim, if anything, it should be raised. High quality leads don't come for low prices, so why promote garbage...
Lowering would be the stupidest idea possible, Udimi not killing the market with a minimum price is a very good idea for multiple economical reasons. If they lower prices people could start offering at for example 1 cent per click, and just source all clicks from dirt cheap mobile ads. Then all customers get no single sales - since clicks aren't targeted - and unaware (/beginning) buyers lose all their money, ruining the solo business reputation.
I had people before demanding a refund because they didn't get sales, we might want to fix something for that
Maybe stop wanting the most clicks for 0,4 cpc, make sure your AR doesn't spambox (very often also a problems), don't use templates, keep your own list hygiene :)
Filtered clicks are supposed to be returned to the seller, so I don't think they should be actually. Nevertheless this shouldn't happen, and action should be taken. IMO the trust and name of solos has a long way of recovering to go...
That sounds really weird, never seen anything like this before, maybe you can contact support and they can shine a light, this is what their filtering should be for if vendors lack it theirselves.
The crazy thing is though, that currently I'm switching over to a new lead generating system with a very significant higher buying rate - however in my experience more buyers means less optins, and the solos I ran sending more 'buyers' clicks get lower ratings and more people demanding refunds because the optin rate is lower.
The industry moved to a quality marker that is completely off, any vendor doing below 40% optin rate is claimed to have shitty traffic, while very hot buyers lists typically don't do 40% optin rate. Some food for thought....
I'd say it depends on some factors, but if you are aiming for the 'going fulltime' game, you are best off mailing daily (usually) :)
I don't agree with your statement, I make plenty of sales on regular traffic, it sometimes even feels as if desktop is lower. However - I am happy to provide desktop only (don't order more than 300, since volume on desktop is lower I want to make sure I can deliver on time) :)

I'd recommend following a coaching program for it, thats how I started and now teach some people to start, in my opinion it is very hard to start without proper mentoring, I've seen a lot of people failing because they didn't have proper guidance. Seek a vendor you trust and believe to be knowledgeable and ask him to coach you. Keep in mind start starting up does require funds (and time), it's no instant wealth :) Best of luck!

Do you deliver all clicks within 100 hours? If you set it to 15%, and deliver non filtered clicks within 100 hours you should be able to :)
