Most Solo Ad Sellers would have few, if any, Filipinos on their email lists, I'd imagine unless they were residents of a Tier 1 country, like the U.S. or Canada. Even then, it wouldn't be possible to segregate them from the rest of the list, as they are not built that way to show nationality etc.
Probably your best bet is to run Facebook ads, which will allow you to target your audience specifically for nationality (e.g. Filipino) and interest (e.g. Remit money).
