I know other sellers have that option in the chat box area of their message service. Perhaps it's a feature that only becomes available after a certain time?

I would also like to know what's the trigger to have the special offer as a feature as some vendors seem to have it while others don't.

Your account still under a Newbie safe and for that reason this option is not available for your account. After the Newbie safe is gone, you would be able to send special offers to your customers.
