The best line of action would be an agreed refund based on actual clicks delivered.
The agreement was X number of Tier 1 clicks. Any breach of the agreement would require either an attempt to complete the clicks or grant a refund. This is my ethical personal opinion.

Thanks Olushola! I will do that in the future.
Same question then... If I purchase only Tier1 clicks like you recommend, what can I do if I get anything lower than tier1 clicks?
”
you will get 100% T1 traffic, because if you select this filter, Udimi will take care about this, not the seller. If the seller fails to deliver all clicks on time, Udimi will refund you all for all non-delivered clicks, but 100% of delivered traffic will still be T1.

Udimi has great system but suppliers should filter this as well. Otherwise the supplier is wasting clicks!

As a buyer what can I do if I purchase an order and get significantly lower top tier clicks than advertised?
Thanks in advance!

I would suggest selecting the filter Tier 1 in your next purchases and you will be getting only Tier 1 clicks.
