Looking for someone to CREATE sales offer

I have a client that is looking to build a list AND generate some revenu. Is there someone where who would like to craft the offer, craft the landing page, and put in whatever affiliate link required to generate optins AND eventually sales?
He currently has no list, he does have a website but it is not focused to generate marketing sales. He was in telecommunications industry before, but did all his efforts offline with sales agents and now needs to find another solution.
If someone has a plan or option to put forth, we are very open to discussing.
Looking for something that would convert QUICKLY (a sale in the next 3 or 5 days) and generate a process that can be scaled. Re-producing the result and creating even 5% profit on the sale would be enough at this stage.
Please reply with some idea of cost to set this up and how quickly it could happen?

Everything you said takes time, sure you might get a sale in 3-5 days happens sometimes but building a list takes quite a nice bunch of money and knowledge

I understand what you are saying... that is why I am posting here. If you already have a list, that you are already sending solo ads too, and you are already marketing the offers to, what is the option to leverage that for an initial small batch to create a longer term partnership?

The client has the budget to work with this but not the knowledge, that is why I am posting, to find out if we can leverage someone else's knowledge using money :).
